DESTINATION INDEX™

How Is Progress Measured?™

A Military-Connected Destination™ cannot define excellence, certify performance, and then stop measuring.

  • Communities change.

  • Populations change.

  • Military missions change.

  • Housing markets change.

  • Industries change.

  • Schools change.

  • Transportation systems change.

  • Visitor patterns change.

  • Leadership changes.

  • And the experiences of military-connected people change with them.

Destination Index™ creates the measurement infrastructure for understanding those changes.

MEASUREMENT IS NOT THE END OF THE MCD MODEL. IT IS HOW THE MODEL LEARNS.™

Destination Index™ brings together destination conditions, institutional performance, community experience, and measurable outcomes to answer one fundamental question:

IS THE DESTINATION GETTING BETTER? ™

It does not exist primarily to rank communities.

  • It exists to help communities see themselves clearly enough to improve.

What a destination measures reveals what it is prepared to improve. ™

THE CORE IDEA

Cities already measure thousands of things: employment, tourism, housing, school performance, transportation, business formation, population, public safety, health, and economic development.

The problem is that these indicators generally exist in separate systems.

They rarely answer the integrated question:

HOW WELL DOES THIS PLACE WORK FOR MILITARY-CONNECTED PEOPLE? ™

Destination Index™ brings those signals together.

It measures not merely whether programs exist, but whether people can access opportunity, navigate transitions, participate in community life, develop economically, experience belonging, and build a future within the destination.

What a destination measures reveals what it is prepared to improve.™

FROM STANDARD TO ACCOUNTABILITY™

Destination Index™ operates within a larger system.

Each component has a different purpose.

MCD STANDARD™

What should excellence look like?

Defines requirements, expectations, and performance principles.

DESTINATION CERTIFICATION™

Has the destination demonstrated the standard?

Verifies evidence and determines designation eligibility.

DESTINATION INDEX™

How is the destination performing?

Measures conditions, experiences, outcomes, disparities, and change.

DESTINATION SCORECARD™

How is performance communicated?

Translates Index findings into an understandable public and executive view.

RECERTIFICATION

Has excellence been sustained?

Uses updated evidence and performance to determine whether designation continues.

STANDARD → VERIFICATION → MEASUREMENT → TRANSPARENCY → ACCOUNTABILITY™

Certification and measurement therefore perform different functions.

Certification establishes whether the standard has been demonstrated.

The Index shows what is happening over time.

WHAT DOES THE DESTINATION INDEX™ MEASURE?

  • Programs alone do not tell us whether a destination works.

  • Infrastructure alone does not tell us whether people can use it.

  • Participation alone does not tell us whether people benefit.

Destination Index™ therefore examines performance across three dimensions:

  1. CONDITIONS

  2. EXPERIENCE

  3. OUTCOMES™

CONDITIONS

What exists in the destination?

  • Infrastructure

  • Institutions

  • Resources

  • Policies

  • Opportunities

  • Capacity

EXPERIENCE

  • What can people actually access and experience?

  • Access

  • Participation

  • Navigation

  • Quality

  • Belonging

  • Satisfaction

OUTCOMES

  • What happens as a result?

  • Continuity

  • Attainment

  • Mobility

  • Stability

  • Prosperity

  • Return

  • Trust

A destination may have strong conditions on paper while people experience significant barriers in practice.

Likewise, positive experiences do not necessarily produce strong long-term outcomes.

THE INDEX MEASURES ALL THREE.™

The governing principle:

No single indicator defines a destination. Performance emerges from how systems work together in people's lives. ™

CROSS-CUTTING LENSES™

Not every important issue should become a separate Index domain.

Some conditions must be examined across every domain.

Destination Index™ therefore applies cross-cutting lenses including:

ACCESSIBILITY

  • Who can meaningfully participate?

EQUITY

  • Who benefits—and where do disparities remain?

COMMUNITY EXPERIENCE

  • Does institutional performance match lived experience?

MILITARY-CONNECTED EXPERIENCE

  • How do conditions differ among military-connected populations and circumstances?

This allows the Index to reveal something aggregate data can hide.

A destination could demonstrate:

Strong Workforce Performance

  • while simultaneously showing:

Weak Military-Spouse Workforce Experience.

Or:

  • Strong Tourism Performance

while showing:

  • Limited Accessibility.

Or:

  • Strong Education Performance

while revealing:

  • Transition Continuity Gaps.

AVERAGES SHOULD NOT BE ALLOWED TO HIDE THE EXPERIENCE OF PEOPLE.™

COMMUNITY VOICE IS DATA™

Administrative information tells us what institutions see.

Community experience tells us what people live.

Destination Index™ requires both.

The measurement system can combine.

Together:

DATA + EXPERIENCE + TIME™

Neither administrative data nor community perception should independently define destination performance.

Together they create a more complete picture.

Public Data

  • Federal

  • State

  • Local

  • Census

  • Education

  • Labor

  • Housing

  • Transportation

Community Experience

  • Surveys

  • Interviews

  • Focus Groups

  • Community Voice

Institutional Data

  • Schools

  • Universities

  • Employers

  • Hospitals

  • CVBs

  • Community Organizations

Destination Experience

  • Visitor Surveys

  • Tourism Data

  • Participation

  • Return Behavior

MCD Performance Data

  • Certification Evidence

  • Participation

  • Utilization

  • Programs

  • Events

Longitudinal Data

  • Baseline

  • Annual Change

  • Multi-Year Trends

THE MCD COMMUNITY EXPERIENCE SURVEY™

Some of the most important destination conditions cannot be understood through administrative records alone.

Destination Index™ can therefore incorporate a standardized MCD Community Experience Survey™.

It can explore questions such as:

  • Do I know where to find military-connected resources?

  • Can I participate meaningfully in community life?

  • Is my military-connected identity understood here?

  • Can I develop professional relationships here?

  • Can my family navigate transitions here?

  • Can I access opportunities here?

  • Do I feel that I belong here?

  • Would I recommend this community to another military-connected person or family?

And importantly:

CAN I REMAIN CONNECTED TO THIS PLACE EVEN AFTER I LEAVE? ™

Military-connected populations move.

Connection does not necessarily end when residency does.

RESIDENTS + VISITORS + ALUMNI™

Most community-performance systems focus heavily on people who currently live in the jurisdiction.

Military-connected destinations have another population:

THE PEOPLE WHO USED TO LIVE THERE.™

  • Military brats.

  • Former military families.

  • Veterans.

  • Former students.

  • Educators.

  • Spouses.

  • Former installation personnel.

  • Friends and classmates.

They can constitute a military-connected diaspora.

Destination Index™ can eventually examine whether people who leave:

  • remain connected;

  • maintain relationships;

  • return to visit;

  • participate in Heritage Week™;

  • attend The Great Brat Homecoming™;

  • recommend the destination;

  • contribute stories and oral histories;

  • support institutions;

  • invest;

  • volunteer;

  • or bring subsequent generations back.

That gives MCD another important measure:

CONNECTION BEYOND RESIDENCY™

A destination's relationship with people does not necessarily end at the city limit, or when someone receives PCS orders.

ESTABLISHING THE BASELINE

Every participating destination needs a starting point.

YEAR ZERO™

Year Zero™ establishes the destination baseline.

It documents:

  • existing conditions;

  • available data;

  • institutional capacity;

  • community experience;

  • strengths;

  • gaps;

  • disparities;

  • and priority opportunities.

The destination can then measure:

Year 1

Year 2

Year 3

Recertification

  • This creates longitudinal evidence rather than isolated snapshots.

And it establishes an important principle:

The destination does not have to begin perfect. It has to begin measurable.™

PROGRESS BEFORE RANKING™

Destination Index™ is not launch as another:

  • “Best Cities for Military Families” ranking.

Many rankings already exist.

  • More importantly, ranking can distort the purpose of the Index.

If one community must fall for another to rise, measurement becomes competition rather than improvement.

Destination Index™ uses three forms of comparison.

SELF COMPARISON

  • Are we improving from our baseline?

This is primary.

STANDARD COMPARISON

  • How are we performing relative to MCD expectations?

This supports certification and recertification.

APPROPRIATE PEER COMPARISON

  • What can comparable destinations teach us?

This supports learning.

The governing principle:

PROGRESS BEFORE RANKING.™

THE DESTINATION PERFORMANCE PROFILE™

At launch, Destination Index™ will not reduce an entire community to one simplistic number.

A destination is too complex for:

  • “82 out of 100.”

Instead, each participating destination receives a multidimensional:

DESTINATION PERFORMANCE PROFILE™

The profile can show each domain through:

  • Current Performance

  • Baseline

  • Trend

  • Target

  • Gap

  • Change Over Time

  • Priority Status

For example, leaders might see:

  • Belonging + Community — Strong / Improving

  • Education + Development — Strong / On Target

  • Workforce + Mobility — Developing / Improving

  • Enterprise + Ownership — Emerging / Attention

  • Housing + Everyday Access — Challenged / Priority

  • Heritage + Identity — Advanced / Improving

That is far more useful to a mayor or executive than an unexplained composite score.

A composite score may eventually become appropriate after sufficient longitudinal evidence exists to support defensible weighting and validation.

But it should not be manufactured simply because rankings are easy to market.

DESTINATION SCORECARD™

The Destination Performance Profile™ contains the measurement.

The Destination Scorecard™ communicates it.

The Scorecard should allow leaders, residents, partners, and the public to answer five questions quickly:

WHERE ARE WE?

  • Current performance.

WHERE ARE WE IMPROVING?

  • Positive trends.

WHERE ARE WE FALLING BEHIND?

  • Negative trends.

WHERE ARE THE GAPS?

  • Population, geographic, access, and experience disparities.

WHAT ARE WE DOING ABOUT IT?

  • Current priorities, investments, and improvement actions.

TRANSPARENCY SHOULD CONNECT A PROBLEM TO A RESPONSE.™

FROM DATA TO DECISION™

Measurement has little institutional value if it never changes what leaders do.

DATA

  • What do we know?

INSIGHT

  • What does it mean?

PRIORITY

  • What matters most?

DECISION

  • What will we do?

INVESTMENT

  • Where will resources go?

ACTION

  • What changes?

OUTCOME

  • What happened?

LEARNING

  • What did we discover?

BETTER DECISION™

BETTER DECISION reconnects to DATA.

The governing principle:

Data becomes valuable when it changes a decision.™

Destination Index™ is therefore not merely a dashboard.

IT IS DESTINATION INTELLIGENCE.™

WHO USES THE DESTINATION INDEX™?

MAYORS + LOCAL GOVERNMENT

Where should policy, infrastructure, and public investment change?

ECONOMIC DEVELOPMENT

Where are talent, enterprise, ownership, investment, and mobility strengthening or weakening?

FOUNDATIONS

Where can investment address demonstrated needs and produce measurable change?

RESIDENTS + MILITARY-CONNECTED PEOPLE

Is the destination getting better?

INSTALLATION LEADERSHIP

Where are community conditions reducing—or creating—friction for military-connected people?

SCHOOLS + UNIVERSITIES

Where are transitions, attainment, credentials, and lifelong-learning pathways working?

CORPORATIONS

Where can partnership respond to documented community priorities?

CVBs + DMOs

What visitor markets, experiences, participation patterns, and economic opportunities are emerging?

EMPLOYERS + INDUSTRY

Where is talent, and what prevents people from reaching opportunity?

COMMUNITY ORGANIZATIONS

What are people actually experiencing?

“The Index should never become a system that collects data about communities while withholding understanding from them.”

THE DESTINATION INDEX™ PUBLIC DASHBOARD

Eventually, Destination Index™ can is one of the most important public assets in the MCD system.

A user could select a certified Military-Connected Destination™ and see:

  • MCD Certification Status

  • Destination Profile

  • Population + Military Connection

  • Year Zero™ Baseline

  • Current Performance

  • Domain Performance

  • Multi-Year Trends

  • Community Experience

  • Key Strengths

  • Priority Improvement Areas

  • Major Investments

  • Current Initiatives

  • Progress Since Certification

  • Next Recertification

This creates transparency around the designation.

A community cannot simply display an MCD mark.

People can understand:

WHAT THE DESIGNATION MEANS, WHAT THE DESTINATION HAS DEMONSTRATED, AND HOW IT IS PERFORMING.™

The defining question:

DO WE KNOW ENOUGH TO MAKE THE DESTINATION BETTER?™

THE GOVERNING PRINCIPLES

MEASURE WHAT MATTERS.

  • Not simply what is easiest to count.

MEASURE EXPERIENCE.

  • Institutions and people can experience the same system differently.

SHOW THE GAPS.

  • Averages cannot be allowed to conceal exclusion.

MEASURE CHANGE.

  • A snapshot does not establish progress.

MAKE DATA ACTIONABLE.

  • Measurement must inform decisions.

MAKE PERFORMANCE VISIBLE.

  • Public designation requires public accountability.

Together:

MEASURE → UNDERSTAND → ACT → IMPROVE™

THE DEFINING QUESTION

Destination Index™ begins with:

  • How is progress measured?

But ultimately it asks something larger:

  • ARE PEOPLE AND THE PLACE MOVING FORWARD TOGETHER?™

That is the real measure of destination progress.

  1. Not how many programs were announced.

  2. Not how many meetings occurred.

  3. Not how many claims were made.

But whether the destination is becoming more accessible, more connected, more capable, more prosperous, more adaptive, more meaningful, and more responsive to the people who experience it.

A destination cannot improve what it refuses to see. Destination Index™ turns evidence into understanding and understanding into action. ™
