DESTINATION CERTIFICATION™

How Is Excellence Recognized? ™

  • A designation has value only when people understand what it means.

  • A city can describe itself as welcoming.

  • An institution can describe itself as military-friendly.

  • A destination can promote programs, partnerships, events, and services.

But Destination Certification™ asks a different question:

WHAT CAN THE COMMUNITY DEMONSTRATE? ™

Destination Certification™ is the standards, evidence, verification, recognition, and continuous-improvement framework of the Military-Connected Destination™ model.

It establishes what excellence looks like, determines whether the conditions actually exist, recognizes communities that demonstrate them, and creates a pathway for continued improvement.

This is not certification for the sake of recognition.

It is certification for the sake of trust.

A Military-Connected Destination™ is not something a community simply calls itself. It is something a community demonstrates. ™

RECOGNITION MUST MEAN SOMETHING

Many communities already have military initiatives.

  • Some have excellent programs.

  • Some have strong installation relationships.

  • Some have veteran services.

  • Some have military-family programs.

  • Some have significant military heritage.

But individual programs do not necessarily constitute a destination ecosystem.

Destination Certification™ examines whether the pieces work together.

  • Can people find what exists?

  • Can they access it?

  • Are institutions connected?

  • Are military-connected people participating?

  • Are gaps identified?

  • Are outcomes measured?

  • Does leadership exist beyond one individual or administration?

  • Can the system survive leadership transitions?

  • Is the community improving?

And critically:

DOES THE LIVED EXPERIENCE MATCH THE CLAIM? ™

Certification converts aspiration into an accountable standard.

Because certification is not the end of the process.

EXCELLENCE MUST BE MAINTAINED. ™

THE MCD STANDARD™

What Are We Actually Certifying?

Destination Certification™ does not certify the existence of one program, building, event, or organization.

It evaluates the destination ecosystem.

The standard examines interconnected domains of destination performance.

COMMUNITY + BELONGING

  • Can military-connected people find community, connection, participation, and belonging?

DESTINATION EXCELLENCE™

  • Are standards of quality, accessibility, service, experience, and continuous improvement embedded across the destination?

DESTINATION LEADERSHIP™

  • Does the destination have the leadership capacity, partnerships, governance, and institutional alignment necessary to sustain change?

DESTINATION INNOVATION™

  • Can the destination identify emerging challenges, develop solutions, test them, measure results, and adapt?

DESTINATION LEGACY™

  • Does the destination preserve, interpret, activate, and transfer military-connected history, memory, identity, and heritage?

DESTINATION EDUCATION™

  • Can learners enter, continue, advance, adapt, and thrive across educational transitions and stages of life?

DESTINATION WORKFORCE™

  • Can talent connect to meaningful employment, entrepreneurship, professional networks, advancement, and economic mobility?

DESTINATION TOURISM™

  • Can the destination translate its distinctive identity into meaningful visitor experiences and measurable community value?

DESTINATION PROSPERITY™

  • Does economic activity expand opportunity, enterprise, ownership, local participation, and enduring community value?

ACCESS + INCLUSION

  • Can people of different ages, abilities, backgrounds, incomes, family circumstances, and military connections meaningfully participate?

PLACE + INFRASTRUCTURE

  • Do physical, digital, transportation, public-realm, housing, community, and institutional environments support the destination experience?

MEASUREMENT + ACCOUNTABILITY

  • Can the destination demonstrate what exists, who participates, what changes, and where improvement is needed?

Together, these form:

THE MCD STANDARD™

  • Residents • Military Brats • Families • Veterans • Spouses • Visitors

VERIFIED DESTINATION PERFORMANCE™

The governing principle:

Certification is based not on what a destination says it provides, but on what it can demonstrate people are able to experience.™

VERIFIED DESTINATION PERFORMANCE™

The governing principle:

Certification is based not on what a destination says it provides, but on what it can demonstrate people are able to experience.™

THE COMMUNITY VOICE STANDARD™

Institutions cannot be the sole judges of their own performance.

Destination Certification™ incorporates the experiences of the people the destination is intended to serve.

That may include:

  • Military children.

  • Military brats.

  • Adult military brats.

  • Military spouses.

  • Active-duty families.

  • Veterans and veteran families.

  • Reserve and National Guard families.

  • Students.

  • Workers.

  • Entrepreneurs.

  • Residents.

  • Visitors.

  • Community organizations.

Their experiences help answer:

  • Can I find what I need?

  • Can I participate?

  • Do institutions connect?

  • Do I feel welcomed?

  • Do I belong?

  • Can I move forward here?

  • Would I recommend this community?

This produces an important principle:

COMMUNITY EXPERIENCE IS EVIDENCE.™

Not the only evidence.

But evidence nonetheless.

CERTIFICATION IS A COMMUNITY PROCESS

A Military-Connected Destination™ cannot reasonably be created by one department.

Certification therefore evaluates institutional alignment.

At the center:

DESTINATION™

  • Connected around it:

LOCAL GOVERNMENT

  • Leadership • Policy • Infrastructure • Services

MILITARY INSTALLATIONS

  • Coordination • Families • Transition • Community Connection

CVBs + DMOs

  • Destination Experience • Tourism • Visitation • Hospitality

ECONOMIC DEVELOPMENT

  • Investment • Business • Industry • Opportunity

EDUCATION

  • Schools • Universities • CTE • Lifelong Learning

EMPLOYERS

  • Work • Experience • Advancement • Talent

HEALTH + HUMAN SERVICES

  • Wellbeing • Care • Family Supports • Accessibility

COMMUNITY ORGANIZATIONS

  • Services • Relationships • Trust • Participation

BRAT CORPS®

  • Identity • Belonging • Heritage • Community • Global Connection

RESIDENTS

  • Experience • Participation • Voice • Stewardship

Together:

  • SHARED DESTINATION ACCOUNTABILITY™

No single organization must do everything.

But the ecosystem must function.

RECOGNITION LEVELS

MCD READY™

The foundation is established.

The destination has completed assessment, established leadership, identified priorities, and begun building the conditions required for certification.

This is not yet full Military-Connected Destination™ certification.

MILITARY-CONNECTED DESTINATION™

The standard is demonstrated.

Core MCD requirements have been verified across the destination ecosystem.

This becomes the principal certification.

MCD DISTINGUISHED™

Advanced destination performance is demonstrated.

The destination demonstrates sustained performance, strong outcomes, deeper integration, and advanced practices across multiple domains.

MCD EXEMPLAR™

Exceptional and transferable destination excellence.

The destination demonstrates sustained high performance, measurable outcomes, innovation, institutional durability, and practices capable of informing other destinations.

This hierarchy is better than Bronze/Silver/Gold because it communicates developmental maturity rather than purchased prestige.

THE MCD MARK™

Certification creates something visible.

THE MILITARY-CONNECTED DESTINATION™ MARK

The mark signals that a destination has completed a defined verification process and demonstrated the required standard.

It can eventually appear across authorized applications such as:

  • Destination gateways.

  • Airport arrivals.

  • Rail stations.

  • Visitor centers.

  • Municipal websites.

  • CVB materials.

  • Convention proposals.

  • Economic-development materials.

  • University recruitment.

  • Hotel partnerships.

  • Destination maps.

  • Community Commons™.

  • Certified destination events.

  • Digital destination profiles.

  • Approved institutional materials.

The message is simple:

YOU HAVE ENTERED A COMMUNITY THAT HAS DEMONSTRATED ITS COMMITMENT.™

  • But use of the mark must be governed.

  • Certification status.

  • Brand standards.

  • Authorized applications.

  • Renewal requirements.

  • Misuse provisions.

  • Suspension.

  • Revocation.

That protects its institutional value.

CERTIFICATION CANNOT BE BOUGHT™

A destination may pay legitimate costs associated with assessment, technical assistance, evaluation, site review, certification administration, data systems, and renewal.

But:

  • PAYMENT CANNOT GUARANTEE THE DESIGNATION.

That firewall is essential.

The organization providing technical assistance should not be able to simply sell an outcome.

  • Standards must remain standards.

  • Evidence must remain evidence.

Verification must remain meaningful.

Communities can invest in becoming certification ready. They cannot purchase proof that they already are. ™

CERTIFICATION + DESTINATION INDEX™

DESTINATION CERTIFICATION™

asks:

DOES THE DESTINATION MEET THE STANDARD?

Certification establishes thresholds and verifies conditions.

DESTINATION INDEX™

asks:

HOW IS THE DESTINATION PERFORMING?

The Index measures outcomes, trends, strengths, disparities, progress, and change.

Together they create:

STANDARD

  • What should exist?

EVIDENCE

  • What can be demonstrated?

CERTIFICATION

  • Has the standard been met?

INDEX

  • What is happening over time?

IMPROVEMENT

  • Where should the destination act?

RECERTIFICATION

  • Has performance been sustained?

CONTINUOUS DESTINATION EXCELLENCE

  1. One establishes qualification.

  2. The other creates intelligence.

THE IMPROVEMENT PATHWAY™

Not meeting a standard should not automatically mean failure.

The MCD model help destinations improve.

  • GAP IDENTIFIED

  • ROOT CAUSE UNDERSTOOD

  • PRIORITY ESTABLISHED

  • PARTNERS ALIGNED

  • RESPONSE DESIGNED

  • IMPLEMENTATION

  • MEASUREMENT

  • ADAPTATION

  • VERIFIED IMPROVEMENT™

This turns certification into a capacity-building system, not simply an inspection regime.

RECERTIFICATION

Communities change.

  • Administrations change.

  • Budgets change.

  • Programs disappear.

  • Infrastructure ages.

  • Populations shift.

  • Military missions change.

  • Technology changes.

  • Economic conditions change.

Therefore:

CERTIFICATION CANNOT BE PERMANENT.™

A credible framework requires periodic renewal.

Recertification examines whether the destination has:

  1. maintained required standards;

  2. addressed identified deficiencies;

  3. continued measurement;

  4. responded to changing community conditions;

  5. preserved institutional partnerships;

  6. demonstrated continued community experience;

  7. and improved where improvement was required.

The designation therefore represents a current demonstrated condition, not a historical achievement.

HOW CERTIFICATION INTEGRITY IS MEASURED

VALIDITY

Does the standard measure what MCD claims matters?

EVIDENCE

Are certification decisions supported by documented evidence?

CONSISTENCY

Are comparable standards applied across destinations?

INDEPENDENCE

Are evaluation decisions protected from inappropriate influence?

COMMUNITY VOICE

Does lived experience inform evaluation?

ACCESSIBILITY

Does certification examine whether systems can actually be used?

OUTCOMES

Does the process extend beyond inputs and activities to meaningful results?

TRANSPARENCY

Can stakeholders understand the basis of the designation?

IMPROVEMENT

Does certification help destinations identify and address gaps?

CONTINUITY

Can performance survive changes in leadership, funding, and institutions?

ACCOUNTABILITY

Can conditions be imposed when standards are not maintained?

RENEWAL

Must destinations periodically demonstrate continued performance?

The defining question:

CAN PEOPLE TRUST WHAT THE DESIGNATION MEANS?™

THE PUBLIC TRUST PRINCIPLE™

A certification system becomes valuable when its mark communicates something without requiring an explanation every time someone sees it.

A mayor should value earning it.

A CVB should be confident marketing it.

An employer should understand why it matters.

A university should want to participate.

A foundation should be able to invest against it.

A military family should experience its effects.

A military brat should recognize the community behind it.

And another destination should understand that earning it requires work.

The value of the MCD designation will never come from how many communities receive it. Its value will come from what communities must demonstrate to earn and keep it.™
